a14. Handbook for Dealing with Overseas Passport Loss for US Citizens

Handbook for Dealing with Lost Passports of US Citizens Overseas: Guide to Land Travel to Canada/Mexico, Emergency Replacement and Cost for Intercontinental Travel

Whether one can smoothly return to their home country if their passport is lost or stolen while traveling outside the United States depends on the geographical connectivity between the location and the mainland of the United States, the choice of transportation, and the consular emergency replacement process.

Scenario 1: Lost passport in Canada or Mexico

When located in Canada/Mexico, which are adjacent to the United States, there are two completely different ways to return home: by land and by air

Option A: Enter directly through the land port (the fastest way)

According to US law, the US Customs and Border Protection (CBP) has no authority to refuse entry to US citizens whose identity has been verified. If you are already within Canada or Mexico (e.g. self driving tour):

1. Directly go to the land port: truthfully declare the lost passport to CBP officials.

2. Present supporting identification: provide driver's license (REAL ID or state driver's license), birth certificate, Social Security Number (SSN), copy/photo of previous passport or Police Report.

3. Secondary Inspection and Identity Verification:

CBP officials will lead you to the Secondary Inspection area.

Officials will verify facial recognition features, SSN records, historical passport files, and inquire about personal background information through the backend database.

Time consumption: The process usually takes 1 to 3 hours. Once CBP confirms your US citizenship, you can be released for entry.

Option B: Take a commercial flight back to China (passport must be reissued)

Commercial airlines are subject to international civil aviation regulations and are strictly prohibited from boarding without a valid passport. If you plan to fly back to the United States, you must apply for an Emergency Passport from the local US embassy/consulate.

Scenario 2: Lost passport in other long-distance countries (intercontinental travel)

If a passport is lost in a country far from the mainland of the United States, such as Europe, Asia, or South America, it cannot be directly transported by land, and it is impossible to board the plane directly with a copy or driver's license. The consular expedited route must be taken.

Standard processing and return procedures:

1. Report to the local police in a timely manner: Go to the police station to report the case and request the Police Report, which is used for consulate certification and subsequent insurance claims.

2. Contact the nearest US embassy/consulate:

Go to the official website of the US State Department (travel. state. gov) to check the contact information of the Consular Section.

Explain the urgent need to return to China and apply for an Emergency Appointment. If it is a weekend or holiday, you can call the 24-hour duty officer of the consulate.

3. Submit the application in person to the consulate:

Prepare forms: Fill out DS-11 (Passport Application Form) and DS-64 (Passport Lost/Reported Loss Declaration Form).

Bring materials: 1 2x2 inch white background photo, supporting identification (driver's license/birth certificate/SSN), report form, and pre booked itinerary for returning to the United States.

4. Obtain an Emergency Passport and return to China:

Consular officials usually issue an emergency temporary passport with a purple cover (usually valid for 1 year) on the spot or within 24 hours after verifying identity.

Purchase a plane ticket with this temporary passport, pass through the local exit customs, and smoothly board a direct flight back to the United States.

Emergency passport application fees and payment methods

Applying for an emergency temporary passport is part of the standard passport application process (DS-11), and the cost is the same as applying for it in the United States:

1. Processing fee (USD)

Applicant Type

Official fee composition

Total cost

Adults (16 years old and above)

$130 application fee+$35 acceptance/execution fee

$165

Minors (15 years old and below)

$100 application fee+$35 acceptance/execution fee

$135

·No expedited fee: There is no additional $60 expedited fee required to apply for an emergency passport at the embassy.

·Free Post issuance: Upon entry into the United States with this emergency temporary passport, there is no need to pay a new application fee when renewing a regular 10-year blue skin passport with the US State Department within its validity period.

2. Supported payment methods

·Online early payment (most recommended): Pay online through the official Pay.gov website of the US government (select DS-11 Passport Application Fee). It is recommended to use US/international credit cards for payment to ensure immediate receipt. After payment, print an electronic receipt and bring it to the consulate.

·On site physical card swiping: Supports physical credit or debit cards (Visa, Mastercard, etc.). Note: Carrying mobile phones is strictly prohibited during consulate security checks, and mobile payments such as Apple Pay or virtual cards are not supported.

·On site cash payment: Accepting equivalent US dollar cash or local official currency cash (calculated based on the real-time exchange rate of the consulate on the day). Cash needs to be prepared in extremely fine denominations and cannot be paid in mixed currencies.

Key Points Reminder

·The original passport will be invalidated upon reporting loss: once the DS-64 report is submitted, the original passport will immediately become invalid in the international database. Even if recovered later, it must never be used for immigration or boarding again.

·Restrictions on arrival at the Canada/Mexico border: Although CBP does not block confirmed US citizens from entering the country at the land border, if they are in a third country and do not have a passport, they cannot take international flights to Canada or Mexico. Therefore, for long-distance travel, they still need to obtain an emergency passport through the consulate before taking the flight back to their home country.
